This complainant was an American citizen whose company shared business in Quebec. His company was sued for the purpose of terminating an agreement with another partnered company. The complaint was regarding the fact that the judge was unable to speak English and that she portrayed “anti-Americanism” during the trial. The complainant alleged that Québécois culture played a distinct role in what he sees as a denial of justice and that the judge’s inability to speak English caused for a defective outcome.

After the Council reviewed the case, the complainant was assured that the judge was impartial and unbiased in her decision making. The matter was closed.
