The complainant accused a judge of making several errors in their decision regarding the complainant’s application for leave to appeal. The complainant alleged that that the judge’s decision was intended to cover up wrongdoings by the City or their representatives.

The Council advised the complainant that the Supreme Court of Canada denied leave to appeal, which means the decision was final. Furthermore, the Council does not hold the authority to review the final outcome of trials.

As for the allegations of covering up for City officials and how the file was handled in the Court of Appeal, they were determined to be vexatious as the allegations were made without any evidence to support them other than assumptions and the complainant’s personal opinion of the facts and the applicable law. The matter was closed.
