In several emails to the Council, the complainant alleged that the judge did not take any action upon learning that the three lawyers in the case had presented a settlement to the Court even though the complainant had not agreed to it. The Council had concluded that the complaint fell outside the mandate.

In a response email, the complainant stated that he disagreed with the conclusion of the Council and questioned how the decision was made. After the original complaint was made, the Council had responded with two letters regarding the process of complaint reviews and how the decision was made. The complainant proceeded to respond with a number of gratuitous and speculative allegations that suggested a conspiracy by many individuals acting to thwart his interests. The Council determined that the complaint was vexatious and constituted an abuse of the complaint process. The matter was closed.
